Mystical religious experiences typically purport to engage with the transcendent and often claim to involve encounters with spiritual entities or a detachment from the material world. Daoism diverges from this paradigm. This paper examines Daoist mystical experiences of bodily transformations and explores their epistemological implications. Specifically, we defend the justificatory power of Daoist somatic experiences against the disanalogy objection. The disanalogy objection posits that mystical experiences, in contrast to sense perceptions, are not socially verifiable and thereby lack prima facie epistemic (...) value. We argue that some Daoist mystical bodily states, being essentially spatiotemporal, are exempt from this challenge. This leads to a broader understanding of mysticism and offers a partial resolution to the disanalogy objection. (shrink)

In last part of his life, Kuhn claimed that he is a post-Kantian in many aspects. This paper aims to inquire the post-Kantian thesis of Kuhn from two paths. One is metaphors in science, and the other is Kuhn's theory of concepts. Following Andersen, Barker and Chen , who apply the new results of cognitive psychology (particularly, the frame model of concept representation), I propose a reinterpretation of Kuhn' s latest philosophy of science.

Despite the good intention of humanitarian agencies, humanitarian assistance and relief aid exacerbated the humanitarian crisis in Tanzania during 1994. In the case of Tanzania, humanitarian assistance relieved belligerents’ burden of sustaining conflicts, created safe spaces for armed combatants, undermined local economies, bestowed legitimacy upon belligerents, and fed armed combatants. This situation hence posed the typical humanitarian assistance dilemma for humanitarian agencies. While most scholars and aid practitioners suggest that humanitarian agencies should withdraw their assistance in these contexts given aid’s (...) apparent negative impact, there is relatively little research that properly identifies different kinds of ethical constraints and moral dilemmas that have long challenged humanitarian agencies. Referencing the case of late-twentieth-century Tanzania, this article contextualises the humanitarian assistance dilemma and systematically examines the ethical predicaments that surround it. Its analysis sheds light on moral quandaries that humanitarian agencies need to address in conflict situations. (shrink)

The emphasis on evidence based medicine (EBM) has placed increased focus on finding timely answers to clinical questions in presence of patients. Using a combination of natural language processing for the generation of clinical excerpts and information theoretic distance based clustering, we evaluated multiple approaches for the efficient presentation of context-sensitive EBM excerpts.

A deterrence theory of punishment holds that the institution of criminal punishment is morally justified because it serves to deter crime. Because the fear of external sanction is an important incentive in crime deterrence, the deterrence theory is often associated with the idea of severe, disproportionate punishment. An objection to this theory holds that hope of escape renders even the severest punishment inapt and irrelevant. -/- This article revisits the concept of deterrence and defend a more plausible deterrence theory of (...) punishment—the wide-scope deterrence theory. The wide-scope theory holds that we must make the best use of all the deterrence tools available, including both external and internal sanctions. Drawing on insights from the early Confucian tradition, the article develops a deep deterrence theory, which holds that the most important deterrence tool involves internal, not external, sanction. It describes how internal sanctions deter potential offenses and why relevant policies need not conflict with liberalism’s respect for neutrality. (shrink)

In this chapter, I consider contemporary consequentialist theories of punishment. Consequentialist theories of punishment look to the consequences of punishment to justify the institution of punishment. Two types of theories fall into this category—teleology and aggregationism. I argue that teleology is implausible as it is based on a problematic assumption about the fundamental value of criminal punishment, and that aggregationism provides a more reasonable alternative. Aggregationism holds that punishment is morally justified because it is an institution that helps society to (...) aggregate important moral values. Several theories fall into this category, including general deterrence theories, specific deterrence theories, and preventionism. I critically evaluate these theories and argue that only one specific deterrence theory, namely, my rights-protection theory, provides the most reasonable consequentialist account of punishment. David Miller argues that national identity is indispensable for the successful functioning of a liberal democracy. National identity makes important contributions to liberal democratic institutions, including creating incentives for the fulfilment of civic duties, facilitating deliberative democracy, and consolidating representative democracy. Thus, a shared identity is indispensable for liberal democracy and grounds a good claim for self-determination. Because Miller’s arguments appeal to the instrumental values of a national culture, I call his argument ‘instrumental value’ arguments. In this paper, I propose a new self-defense theory of punishment, the rights-protection theory. By appealing to the interest theory of right, I show that what we call “the right of self-defense” is actually composed of the right to protect our basic rights. The right of self-defense is not a single, self-standing right but a group of derivative rights justified by their contribution to the protection of the core, basic rights. Thus, these rights of self-defense are both justified and constrained (...) by the basic rights they are supposed to protect. I then explain how this theory responds to a common objection. Opponents argue that, to exercise the right of self-defense, some threat must be present. However, in the context of punishment, the threat has already taken effect or is already gone. Thus, the right of self-defense becomes irrelevant when we punish an offender. I show that this objection is based on an implausibly narrow conception of self-defense. A reasonable conception would allow us to exercise our right of self-defense when there is a present definite threat, a future definite threat, or a potential threat. Thus, we may still exercise our right of self-defense in the context of punishment. (shrink)

The economy of Bangladesh mainly depends on agriculture. Any development can’t be possible because females and males are equally distributed in the country. Women can play a vital role if they properly participated in farm activities as well as in other income-generating activities outside the home. Rice mills are very much dependent on human labour, and almost 5 millions of unorganised workers are working in different rice mills, and more than 60 per cent of them is a female worker. But (...) the working environment suffers from different discrimination and harassment issues between male and female workers. The present study aimed to find out the socio-economic status of women labour at rice husking mill of Bangladesh. Discrimination between male and female workers and the factor affecting the standard of living of women’s household will be focused. The study was carried out in two districts namely Mymensingh and Sherpur. From each district, rice husking mill was selected by using a cluster sampling technique, and 70 male and 70 female labours were considered as a sample. The survey was conducted by direct interviews using a questionnaire. Data generated were analysed by using tabular and statistical techniques. The average family size of the respondents was 4.46, and 57.05% of the participants were females while 42.95% were males in the household and 65.71% of female had no education. 88% of the women’s main occupation was in the rice mill as a daily paid labour. Average wage rate of male and female worker was 184.31 Tk. And 135.95 Tk., respectively. Age, education, number of family member, total land, number of earning member, the wage of women labour and working time and experience were the factors influencing income and living standard of female labours. There were various social violence cases against female labours in the working environment of rice husking mills. In the study area, 93% of female workers get lower wages, 90% of them had no accommodation facility. Besides they did not have sanitation facility (80%), opportunity to take rest at the middle of work (64%) and meal support (71%). (shrink)

A number of philosophers argue that the moral value of national identity is sufficient to justify at least a prima facie right of a national community to create its own independent, sovereign state. In the literature, this argument is commonly referred to as the identity argument. In this paper, I consider whether the identity argument successfully proves that a national group is entitled to a state of its own. To do so, I first explain three important steps in the argument (...) and then consider whether they lead to the desired conclusion. My examination reveals that the identity argument relies on the Optimal Protection Principle; however, this principle does not apply to the case of a national community. As a result, the identity argument fails to justify even a prima facie right of a national community to establish its own state. (shrink)

Allen Buchanan proposes a methodological framework with which theorists may evaluate different theories of secession, including the National Self-Determination theory. An important claim he makes is, because the right to secede is inherently institutional, any adequate theory of secession must include, as an integral part, an analysis of institutional morality. Because the National Self-Determination theory blatantly lacks such an analysis, Buchanan concludes that this theory is inherently flawed. In this paper, I consider Buchanan’s framework and the responses from supporters of (...) national self-determination theory. I try to clarify the confusion shared by both parties. I conclude that, although Buchanan’s theory of institutional morality is sound, his critiques of the national self-determination theory fails. (shrink)

Both Kymlicka and Patten argue that the equal treatment of different national groups require that the state officially recognize the right of each to create its own autonomous government. After carefully examining their arguments, I show that they both make the false assumption that, in a multinational state, the state belongs only to the majority group but not the minority, and that a multination state can never treat minority groups equally. Both claims are inherently anti-pluralistic. Thus, the equal treatment of (...) different national cultures does not require that each be granted the right to self-government. (shrink)

The principle of national self-determination holds that a national community, simply by virtue of being a national community, has a prima facie right to create its own sovereign state. While many support this principle, not as many agree that it should be formally recognized by political institutions. One of the main concerns is that implementing this principle may lead to certain types of inequalities—between nations with and without their own states, members inside and outside the border, and members and nonmembers (...) inside the same nation state. While these inequalities may arise, I shall argue that they are not unjust. These worries are partly the results of confusing two types of interests that a national group may have—in cultural affairs and in political affairs. While a national community should enjoy rights over their cultural affairs, this does not grant them authority over other non-cultural, political affairs. Once the distinction is drawn, we can see that there are constraints on the implementation of this principle. Consequently, these inequalities justify setting limits to a group’s right of self-government, although they do not conclusively refute the right itself. (shrink)

All parties involved in researching, developing, manufacturing, and distributing COVID-19 vaccines need guidance on their ethical obligations. We focus on pharmaceutical companies' obligations because their capacities to research, develop, manufacture, and distribute vaccines make them uniquely placed for stemming the pandemic. We argue that an ethical approach to COVID-19 vaccine production and distribution should satisfy four uncontroversial principles: optimising vaccine production, including development, testing, and manufacturing; fair distribution; sustainability; and accountability. All parties' obligations should be coordinated and mutually consistent. For (...) instance, companies should not be obligated to provide host countries with additional booster shots at the expense of fulfilling bilateral contracts with countries in which there are surges. Finally, any satisfactory approach should include mechanisms for assurance that all parties are honouring their obligations. This assurance enables countries, pharmaceutical companies, global organisations, and others to verify compliance with the chosen approach and protect ethically compliant stakeholders from being unfairly exploited by unethical behaviour of others. According to the principle of internal-external consonance (Wexler,2006), an individual's internal neuropsychological structures match key features of his or her external culture. We propose that the Chinese self, which is rooted in a culture of human relatedness under the influence of Confucianism, is a good example of this principle because recent brain imaging studies have found neural evidence that mirrors its cultural root. We also discuss the future direction of research on the neural basis of Chinese self.

There are two kinds of time-bias: near-bias and future-bias. While philosophers typically hold that near-bias is rationally impermissible, many hold that future-bias is rationally permissible. Call this normative hybridism. According to arbitrariness objections, certain patterns of preference are rationally impermissible because they are arbitrary. While arbitrariness objections have been levelled against both near-bias and future-bias, the kind of arbitrariness in question has been different. In this paper we investigate whether there are forms of arbitrariness that are common to both kinds (...) of preferences, and hence whether there are versions of the arbitrariness objection that are objections both to near-bias and future-bias. If there are, then this might go some way towards undermining normative hybridism and to defending a thorough-going time-neutralism. (shrink)

Artificial intelligence (AI) systems are increasingly adopted to make decisions in domains such as business, education, health care, and criminal justice. However, such algorithmic decision systems can have prevalent biases against marginalized social groups and undermine social justice. Explainable artificial intelligence (XAI) is a recent development aiming to make an AI system’s decision processes less opaque and to expose its problematic biases. This paper argues against technical XAI, according to which the detection and interpretation of algorithmic bias can be handled (...) more or less independently by technical experts who specialize in XAI methods. Drawing on resources from feminist epistemology, we show why technical XAI is mistaken. Specifically, we demonstrate that the proper detection of algorithmic bias requires relevant interpretive resources, which can only be made available, in practice, by actively involving a diverse group of stakeholders. Finally, we suggest how feminist theories can help shape integrated XAI: an inclusive social-epistemic process that facilitates the amelioration of algorithmic bias. (shrink)

Many philosophers have become sceptical of the use of thought experiments in theorising about personal identity. In large part this is due to work in experimental philosophy that appears to confirm long held philosophical suspicions that thought experiments elicit inconsistent judgements about personal identity, and hence judgements that are thought to be the product of cognitive biases. If so, these judgements appear to be useless at informing our theories of personal identity. Using the methods of experimental philosophy, we investigate whether (...) people exhibit inconsistent judgements and, if they do, whether these judgements are likely to be the source of cognitive bias or, instead, sensitivity to some relevant factor. We do not find that people’s judgements are sensitive to any of the factors we investigate (relevant or irrelevant), nor that people have inconsistent judgements across cases. Rather, people’s judgements are best explained by them having a very minimal account of what it takes for a person to survive. Since this pattern of judgements is no reason to think that we are subject to cognitive bias, we see no reason, as things stand, to be sceptical of our judgements. (shrink)

Recent psychological research shown that the places where we live are linked to our personality traits. Geographical aggregation of personalities has been observed in many individualistic nations; notably, the mountainousness is an essential component in understanding regional variances in personality. Could mountainousness therefore also explain the clustering of personality-types in collectivist countries like China? Using a nationwide survey (29,838 participants) in Mainland China, we investigated the relationship between the Big Five personality traits and mountainousness indicators at the provincial level. Multilevel (...) modelling showed significant negative associations between the elevation coefficient of variation (Elevation CV) and the Big Five personality traits, whereas mean elevation (Elevation Mean) and the standard deviation in elevation (Elevation STD) were positively associated with human personalities. Subsequent machine learning analyses showed that, for example, Elevation Mean outperformed other mountainousness indicators regarding correlations with neuroticism, while Elevation CV performed best relative to openness models. Our results mirror some previous findings, such as the positive association between openness and Elevation STD, while also revealing cultural differences, such as the social desirability of people living in China’s mountainous areas. The hermeneutical dimensions of Chinese philosophy from the Changes of Zhou through its Confucian, Daoist, and contemporary developments have been a creative inspirational source and guiding intellectual thread in the thought of Chung-ying Cheng. Cheng's extensive engagement with the Classic of Changes, its role in the formation of the Chinese philosophical tradition and its comparative interconnections with occidental philosophies, has disclosed its deep hermeneutical orientation. The Yijing encompasses processes of empirical observation, empathetic feeling, and self-reflection in the generation of (...) “images,” or prototypical models that are “form-objects” or “process-events,” which performatively enact a comprehensive ontological and situationally appropriate understanding of nature, society, and one self. I examine three issues in outline arising from Cheng's works in this situation: to what extent Chinese philosophy is hermeneutical with respect to modern European understandings of hermeneutics, and the possibility of the distinctive “onto-generative hermeneutics” that has been articulated for over forty years in the context of Chinese and Western thought in Cheng's prolific works concerning the Yijing. Trong cơ cấu của chế độ sở hữu ở Việt Nam, tỷ trọng của sở hữu nhà nước còn quá lớn; kinh tế nhà nước giữ vai trò chủ đạo… Chính những khác biệt này đã làm cho nền kinh tế thị (...) trường Việt Nam bị méo mó và giảm lợi thế cạnh tranh quốc gia. Do vậy, công cuộc đổi mới và hoàn thiện chế độ sở hữu ở Việt Nam phải hướng tới việc khắc phục những hạn chế trên và đạt tới sức cạnh tranh ngang hàng với các nền kinh tế thị trường hiện đại khác. Hoạt động môi trường đóng vai trò quan trọng trong việc tăng cường nhận thức về biến đổi khí hậu và các vấn đề môi trường, đặc biệt là trong thời gian gần đây khi biến đổi khí hậu và khủng hoảng sinh thái ngày càng trở nên nghiêm trọng hơn. Sự đam mê và cam kết của các nhà hoạt động môi trường là rất đáng ghi nhận. Tuy nhiên, đôi khi trong một số trường hợp, sự nhiệt thành (...) của họ có thể dẫn đến những hành động không chỉ làm giảm đi giá trị của mục tiêu lớn hơn, mà còn tạo cảm giác xa lánh đối với những người họ muốn thuyết phục. Giải quyết biến đổi khí hậu và ô nhiễm môi trường đang và sẽ là thách thức lớn của nhân loại trong thế kỷ 21. Con người không còn nhiều thời gian để sửa chữa, phục hồi đưa hệ sinh thái môi trường (tự nhiên) trở về trạng thái an toàn. Trong khi các nỗ lực trong thời gian qua chưa thực sự hiệu quả thì COP26 mở ra cơ hội lớn để nhân loại tiến gần đến mục tiêu kiềm (...) chế nhiệt độ của trái đất không vượt quá 1.5 độ C. Mặc dù Việt Nam cùng với 146 quốc gia trên thế giới đã có cam kết mạnh mẽ nhất trong việc giảm phát thải vào năm 2050, tuy nhiên việc cụ thể hóa cam kết thông qua các giải pháp sáng tạo là rất quan trọng. Sử dụng (áp dụng, vận dụng) hệ sáng tạo 3D và nguyên lý bán dẫn giá trị, tác giả đề xuất hệ sinh thái “giải pháp trụ cột” cần thực hiện gồm có tăng cường thông tin, truyền thông, nghiên cứu khoa học về môi trường (biến đổi khí hậu, ô nhiễm môi trường...); xây dựng, chuyển đổi và nâng cao văn hóa và môi trường; đẩy mạnh phát triển kinh tế gia tăng phúc lợi; xây dựng (chuyển đổi) lớp doanh nhân có văn hóa, trách nhiệm môi trường; tăng cường mở rộng sự hợp tác quốc tế về mọi mặt đặc biệt là trong lĩnh vực kinh tế, truyền thông và khoa học; và thực thi các giải pháp nêu trên một cách kỷ luật. Penetapan kebijakan Doi Moi di Vietnam merupakan langkah awal dari Partai Komunis Vietnam untuk menaikkan perekonomian negara. Hal tersebut dilakukan dengan cara mengubah sistem perekonomian sentralistik menjadi desentralistik dan membuka liberalisasi perdagangan. Penerapan Doi Moi tidak hanya berdampak pada sektor ekonomi, namun juga pada sektor kesehatan yang ditunjukan dengan adanya ketidakmerataan akses terhadap layanan kesehatan. Pemerintah selanjutnya mengeluarkan Dekrit 43 Tahun 2006, mengenai otonomisasi badan usaha publik termasuk rumah sakit. Kebijakan tersebut diharapkan berfungsi sebagai solusi atas permasalahan layanan kesehatan pada (...) saat itu. Penulisan ini akan menganalisis implementasi Dekrit 43 Tahun 2006, dengan menggunakan pendekatan kualitatif serta teori implementasi kebijakan publik yang digagas oleh Daniel A. Mazmanian dan Paul A. Sabatier. Hasil dari temuan penelitian ini adalah pemberian otonomi tersebut dianggap tidak berhasil karena masih terdapat komersialisasi layanan kesehatan, sehingga menyebabkan ketidakmerataan layanan kesehatan. Hôm nay là ngày Khoa học Công nghệ Việt Nam (KHCN). Có rất nhiều chuyện để bàn vì có biết bao thứ cần tới lao động KHCN. Nhưng có lẽ một chủ đề đang rất nóng chính là bảo vệ và phục hồi môi trường sinh thái trong bối cảnh đa dạng sinh học bị tác động tiêu cực nghiêm trọng và biến đổi khí hậu đang làm trầm trọng hóa thêm.

Tại Hội nghị Văn hóa toàn quốc ngày 24-11-2021, Tổng Bí thư Nguyễn Phú Trọng đã phát biểu: “Phát huy cao độ những giá trị văn hóa, sức mạnh và tinh thần cống hiến của mọi người Việt Nam, tạo nguồn lực nội sinh và động lực đột phá để thực hiện thành công mục tiêu phát triển đất nước đến năm 2025, 2030, tầm nhìn 2045 mà Đại hội XIII của Đảng đã đề ra”. Xây dựng một hệ thống (...) các giá trị văn hóa có tính toàn cầu đối với vấn đề bảo vệ môi trường sinh thái, làm cho mọi quốc gia, mọi người hiểu và đánh giá đúng về vai trò của các giá trị văn hóa, đó là yếu tố quyết định thái độ và hành vi ứng xử của con người với môi trường và xã hội nhằm giữ vững một hệ sinh thái cân bằng và bền vững cho tương lai. Nghiên cứu của O'Brien và đồng nghiệp tiến hành đánh giá ảnh hưởng của 3 phương pháp đa dạng hóa rủi ro môi trường [1] đối với tác động môi trường ở một số trang trại nuôi gia súc tại Ireland. Ba phương pháp thường được đề xuất, đề cập trong nghiên cứu này là: 1) Hỗn hợp cỏ và white clover (GWC), 2) Canh tác hữu cơ (OFS), và 3) Tiếp cận nông lâm (AGF). Alors que les phénoménologues prétendent avoir dépassé le solipsisme, la plupart n’ont en fait que repousser les frontières de l’intersubjectivité des individus humains aux individus des autres espèces. Pourtant, Husserl reconnaît l’existence d’une intersubjectivité interspécifique, c’est-à-dire d’une intersubjectivité dépassant les limites de l’espèce. Il va même jusqu’à affirmer qu’on comprend parfois mieux un animal familier qu’un humain étranger. Toutefois, même s’il admet que plusieurs animaux sont capables d’une vie de conscience subjective et qu’ils vivent dans un monde de sens partagé, (...) il ne les considère pas comme des « personnes » selon sa conception exigeante de la « personne » associée à la rationalité, à la maturité, la normalité et l’historicité. Reste qu’être une « personne », en son sens le plus primordial – et plus décisif puisque c’est celui sur lequel s’édifient des conceptions politiques,juridiques et éthiques – signifie simplement être le sujet d’un monde environnant, d’un monde commun et d’une existence biographique. Distinguer deux sens du concept de personne permet de reconnaître que les animaux ont part à la transcendantalité, qu’ils ne sont pas simplement en vie mais ont une vie à la fois biographique et communautaire, même s’ils ne sont pas en mesure de réfléchir à cette vie de conscience qui est la leur pour considérer leur place dans l’enchaînement des générations et pour adopter ce que Husserl appelle une « vocation ». La phénoménologie husserlienne des anomalies permet ainsi de reconnaître que les animaux ressortissent bien de la figure d’autrui, qu’ils sont des alter ego sujets d’une vie de conscience, et qu’à ce titre ils participent pleinement, comme les enfants, les fous et les étrangers, à la co-constitution du monde de l’esprit. Sở hữu tư nhân hiện đại là chế độ sở hữu được cổ phần hóa, được xã hội hóa rất cao, công khai, minh bạch trên các thị trường chứng khoán. Tính xã hội cao của chế độ cổ phần hóa đã được C.Mác đánh giá, xem như là chế độ sở hữu quá độ sang hình thái kinh tế - xã hội mới. (shrink)

TTO (05/04/2021) - Hôm nay, theo dự kiến, tân Chủ tịch nước và tân Thủ tướng Chính phủ sẽ tuyên thệ nhậm chức. Rất nhiều gửi gắm đã được nêu ra với tân Thủ tướng và bộ máy Chính phủ, đó là phải tạo đột phá đưa đất nước phát triển nhanh hơn nhưng phải bền vững.

Hậu quả và ảnh hưởng của biến đổi khí hậu, mất đa dạng sinh thái, và suy thoái môi trường đang dần trở nên rõ ràng hơn. Điều này cũng kéo theo sự gia tăng nhanh chóng các mâu thuẫn và xung đột xã hội. Chính vì thế, trong những năm gần đây, việc kiện tụng liên quan đến môi trường đang ngày trở nên nhiều hơn, và quy mô cũng lớn hơn, đặc biệt là giữa các công ty và (...) nhà hoạt động môi trường. Những vụ kiện này thường xoay quanh các vấn đề quan trọng như: biến đổi khí hậu, ô nhiễm, khai thác tài nguyên hủy hoại môi trường sống, gây rối loạn hệ sinh thái, hủy diệt đa dạng sinh học, và tiêu diệt nguồn sinh kế của người dân. Trong nghị sự khẩn trương thúc đẩy nhịp độ phát triển kinh tế đầu Xuân 2024, ngày 28-2 báo chí kinh tế Việt Nam đồng loạt đưa tin về sự kiện Thủ tướng Chính phủ Phạm Minh Chính đã tham dự chỉ đạo tại Hội nghị triển khai nhiệm vụ phát triển thị trường chứng khoán (TTCK) 2024.
